I. CALL TO ORDER -- [0:00:01]: Chair Robert Finley called the meeting to order at 6:04 p.m.
Quorum was established with 14 members present. Note -- This 17-member Board requires nine (9) members to establish a quorum and to take official Board action. Board members must be in-person or have video access.

Board of Water Supply (BWS) -- [0:17:57]: Dominic Dias provided the report and highlighted the following: no main break for the month of April 2025; no BWS construction; and tips on water conservation.

Noise Pollution -- [0:20:31]: Resident Laura Ruby suggested forming a permitted interaction group to look into former Representative Jones Hayes' work on legislation to mitigate noise pollution.
Damaged Storm Grate Update -- [0:21:38]: A resident wants an update on a damaged drain grill fronting 222 Kaiulani Avenue.
Neighborhood Board Elections -- [0:22:11]: Resident Kevin Lye (Neighborhood Board #13) shared of the alleged errors in the Neighborhood Board Election process.
Homeless Encampment -- [0:24:08]: Resident Tim raised concerns about a homeless encampment in the perimeter of the Ala Wai Golf Course.

Neighborhood Board Elections [0:27:16] Resident Jacob Wiencek reminded the community about Neighborhood Board Elections and the purpose of the Neighborhood Boards.
Rent Increase -- [0:29:22]: Resident Amy Ammen questions if the city or the building owners increased the rent for 417 Kane Kapolei.
IV. FILLING OF VACANCIES -- [0:31:13]
Sub District 3 -- [0:31:31]: [0:31:22] -- Henski nominated Rolf Nordahl to fill-in Sub District 3 vacancy. Nordahl provided background information about himself. Discussion followed. The board conducted a roll call vote, Nordahl is voted onto the board; 14-0-0 (AYE: Anderson, Cabanero, Dabbs, Easly, Erteschik, Filek, Finley, Henski, D. Jacob, K. Jacob, Merz, Misakian, Snater, and Worth; NO: None; ABSTAIN: None) -- [0:33:53].
[0:35:14] -- The NA conducted the oath of office for Rolf Nordahl. 15 members present.

Mayor Rick Blangiardi's Representative -- [0:39:25]: Director Nola Miyasaki provided the report and highlighted the following: City and State leaders recruit more guardians ad litem to help with Assisted Community Treatment programs for O‘ahu's homeless community; Mayor Blangiardi signs bills into law on Waikīkī street festivals and outdoor dining rules; signups for Summer Fun are from Thursday, May 15, 2025, to Monday, May 19, 2025; and responses to questions asked in the previous meeting.

Council Chair Tommy Waters -- [1:18:27]: Kevin Imanaka provided the report and highlighted the following: Bill 24 regarding the primary urban core development plan passed 3rd reading in May and is waiting to be signed; the City's Charter Commission is undertaking recommending key Charter amendments for voters to decide on in next year's election; a reminder to residents about the Honolulu 311 app; and Mike Formby, Deputy Director Krishna Jayaram, and Chair Waters are planning to hold a town hall to discuss Waikīkī trash pickup very soon.

Representative Adrian Tam -- [1:25:27]: Representative Adrian Tam provided his report and highlighted the following: announced that the legislature has adjourned; secured 5 million dollars for beach restoration in Waikīkī and grants for the Waikīkī Business Improvement Association; was able to get money for the Ala Wai Elementary School Playground; the passing of Senate Bill (SB) 1044 regarding condominium stabilization insurance; and the passing of a green fee.

VIII. WAIKĪKĪ IMPROVEMENTS ASSOCIATION -- [1:42:15]
Presentation to update Waikiki Neighborhood on Commercial Events that impact the community -- [1:42:15]: No representative present.
IX. NEW BOARD BUSINESS -- [1:42:29]
City Department of Transportation. Bus Route -- Skyline phase 2 update -- [1:42:32]: Irene Banao from the Department of Transportation Services and Catie Cullison from PBR Hawai'i provided a presentation regarding the proposed bus service changes for opening the second phase of Skyline from Makalapa (Joint Base Pearl Harbor-Hickman) and Kahauiki (Middle Street). Phase 2 of the project will include: 4 additional stations to the current Skyline Rail Service from Joint Base Harbor- Hickman to Middle Street; Skyline hours will have early start and stop times; and TheBus will be making service changes to accommodate the rail extension. TheBus Service Route changes will include the proposed discontinuation of Routes 20 and 303; the addition of route 331; reroutes of Routes 40, 42, and 51; a service frequency reduction on route 46; and a proposed Phase 3 of the project.

City Department of Parks, Allowing City Parks Use by Dogs on Leashes -- [2:03:14]: Nathan Serota from the Department of Parks and Recreation asked for any community input to allow dog privileges in Waikīkī parks.

State of Hawaii Proposed Waikīkī Safety Project -- [2:28:56]: Director Mike Lambert from the Department of Law Enforcement (DLE) provided a presentation regarding a proposed program to invest in technology to increase public safety in the Waikīkī district and to aid the Honolulu Police Department. The program will be using a Real Time Operation Center (RTOC) to use active surveillance camera monitoring, license plate readers, live body-worn cameras, computer-aided dispatch systems, social media monitoring, crime databases, and advanced analytics. DLE is currently looking for partnerships from nearby hotels to allow access to security cameras facing public areas, place license plate readers at access points, and utilize rooftop areas for drone launch points.
