2023 Hawaiʻi State Legislature Updates

Bills currently impacting the SFCA at the Hawaiʻi State Legislature (click on the bill number to view on the State Legislature’s website):
HB300 HD1, Relating to the state budget. Appropriates funds for the operating and capital improvement budget of the Executive Branch for fiscal years 2023-2024 and 2024-2025. (HD1) Appropriates $10,330,535 total General Funds to the State Foundation on Culture and the Arts: $7,500,000 to Bishop Museum; $2,000,000 to Iolani Palace; $830,535 to the State Foundation on Culture and the Arts.
SCR 148, Requesting the State Foundation on Culture and the Arts to establish a museum of modern Hawaii history task force.
HB 478 HD1 SD1, Specifies the qualifications for members of the state foundation on culture and the arts commission. Appropriates funds for the State Foundation on Culture and the Arts Artist Fellowship Program for the awarding of one-time fellowships to promising artists.
GM 573, The Senate committee on Transportation and Culture and the Arts recommended the Senate ADVISE AND CONSENT the nomination GM 573 submitting for consideration and confirmation to the State Foundation on Culture and the Arts board of commissioners, Gubernatorial Nominee, JANET SATO, for a term to expire 06-30-2024. Sato recently retired after over 30 years as an art teacher at Baldwin High School (Maui).

Arts Legislation Updates and Action Alerts from the Hawaiʻi Arts Alliance

HAA has also been sending out Action Alerts via email. The HAA is a statewide private nonprofit that champions all arts and is an Arts First Partner and member of the State Arts Advocacy Network. HAA is the State Captain for the national arts advocacy organization Americans for the Arts.


2023 Art at the Capitol Friday April 14
The Hawaiʻi State Capitol will be open Friday April 14, 4:30 – 7:00 p.m., welcoming the public to the offices of participating legislators to view artworks from the SFCA Art in Public Places Collection. Hundreds of artworks from the collection are installed at the State Capitol.

H-3 protest footage from Hawaiʻi Triennial 2022

2023 Legislative Art Class

Legislators from the House and Senate and their staff experienced hands-on artmaking in two workshops at the Capitol in March. The workshops were sponsored by the SFCA as an opportunity for legislators to engage in artmaking using different parts of the brain for creative problem solving. Representative Sonny Ganaden of House District 30 is an avid printmaker, and led the workshops with the Honolulu Printmakers nonprofit organization. The SFCA has been providing these art-making experiences for legislators and legislative staff as a part of the annual Art at the Capitol event.

This position plans, organizes, coordinates, and directs all administrative staff services, advises and assists the Executive Director in internal management, fiscal and personnel staff functions; and performs other duties as required. Please note that this is not a secretarial, clerical, or office support position.

This is a full-time, temporary position with the State Foundation on Culture and the Arts (SFCA). The SFCA is a division of the State of Hawaiʻi Department of Accounting and General Services and is the state government arts agency. SFCA Arts Education Programs


Deadline extended - Art Bento School Year 2023-2024 applications due April 24
Due date extended! Applications for the Art Bento at HiSAM education program for Oʻahu public and charter school students grades 2-6 are now due on April 24. Please help us get the word out to help bring high-quality arts education experiences into more classrooms! This program uses the State Art Museum as a learning lab for critical thinking, communication, and art making. This is a collaborative museum-based education program between the Hawai’i State Foundation on Culture and the Arts and the Department of Education. At the core of the museum curriculum is the integration of visual arts with one of the performing arts: creative movement, drama, or music. This is completely free for the schools and transportation is included. Please help us get the word out to public and charter school educators! Learn more at sfca.hawaii.gov/artbento.


Artists in the Schools Applications Due April 9
The SFCA Artists in the Schools program for Hawaiʻi public and charter schools brings qualified, vetted teaching artists from the SFCA’s Artistic Teaching Partners (ATP) Roster into grades PreK-12 classrooms to provide engaging, creative, and fun learning experiences. The teaching artists connect their lessons to the National Core Arts Standards, and often integrate their art form with other core curriculum areas and/or HĀ principles. SFCA Grantee Spotlight
Bishop Museum and Iolani Palace receive $19.5 million from the Hawaiʻi State Legislature through the SFCA


Governor Josh Green has approved 2022 legislative appropriations of $17,500,000 to Bishop Museum and $2,000,00 to Iolani Palace. Contracts have been signed and the funds issued as an administrative priority.

Grantee Spotlight: University of Hawaiʻi System “ʻAi Pōhaku, Stone Eaters” exhibitions of Kānaka ʻŌiwi art

Stepping into the exhibition, viewers are immediately immersed in dynamic displays of captivating artwork spanning multiple generations and mediums. Some exhibitions also include artworks on loan from the
SFCA Art in Public Places Collection. The exhibition will be open at multiple venues in the University of Hawaiʻi system, including:
Koa Gallery, Kapiʻolani Community College: February 19-August 13
Commons Gallery, University of Hawaiʻi-Mānoa: March 5-April 2
Gallery ʻIolani, Windward Community College: March 31-May 5

SFCA Seeks Grant Review Panelist Volunteers with a professional background in culture and the humanities to join our grant review panelist roster. Panelists must be Hawaiʻi residents with experience in Heritage & Preservation, Community Arts, Arts Education, and Presentation & Performing Arts. We encourage those with a background in Arts and Healing, Community Development related to arts and culture, cultural practitioners of all disciplines, and new and emerging members of the arts and culture community to apply. ʻŌlelo Community Media training for educators: Integrating Media into Education: ʻŌlelo’s IME Program is designed to assist schools and educators who wish to integrate media into the classroom, to either support new and ongoing media programs or to develop strategies of using media and visual storytelling to teach core curriculum, facilitate assignments, or as a grading and assessment tool. Call for Entry “All Over the Place” open call for artists to submit artworks that explore the relationship to or the personal experiences of a particular place, community, or its impact on the artists identity. SFCA Art in Public Places Program

Board of Commissioners approves 12 artworks, 4 exhibit visits
The SFCA Board of Commissioners approved 12 artworks and 4 exhibit visits at the January 31 board meeting. Artwork purchases are from exhibits on Maui, Kauaʻi, and Oʻahu. Exhibit visits are for exhibits on Hawaiʻi Island and Oʻahu.

AASCs nominate 1 artwork from “Fire, Earth and Water” at Viewpoints Gallery (Maui) and 5 artworks from the “ʻAi Pōhaku, Stone Eaters” exhibit at the University of Hawaiʻi at Mānoa

Last month, Acquisition Award Selection Committees (AASCs) nominated 1 artwork from the “Fire, Earth and Water” exhibit at Viewpoints Gallery and 4 artworks from the “ʻAi Pōhaku, Stone Eaters” exhibit at the University of Hawaiʻi-Mānoa for the SFCA Art in Public Places Collection.

Acquisition Award Selection Committees (AASCs) Recent and Upcoming Exhibit Visits
Acquisition Award Selection Committee (AASC) visits continue to provide important support for artists and arts organization venues statewide. Artworks for the SFCA Art in Public Places Collection are selected via an AASC from juried or curated exhibits statewide. An AASC visit must be requested by the exhibition organizers and approved by the SFCA Board of Commissioners. An AASC Request Application can be submitted online at Hawaii.GoSmart.org/active_programs at least 4 months prior to the opening reception of the exhibition.

Reclaiming the art of kapa earns UH Mānoa alumna national art fellowship
“Today, Kānaka ʻŌiwi artist and
University of Hawaiʻi at Mānoa alumna Roen Hufford is a leading figure in carrying on the art of ka hana kapa (making barkcloth). For her leadership in reclaiming this traditional art form, Hufford was recognized as a 2023 National Heritage Fellow by the National Endowment for the Arts (NEA).[...]Hufford joins several other UH alumni in Accession: recent additions to the Art in Public Places Collection, an exhibit at the Hawaiʻi State Art Museum, where three of her kapa pieces are on display through the end of 2023. SFCA Board of Commissioners 2022 Meeting Schedule
Wednesday, May 17, 2023, 9:00 – 11:00 a.m.
Meeting schedule is also posted to the SFCA website calendar: sfca.hawaii.gov/events.
Decisions about grants, artwork purchases, and more are made by the State Foundation on Culture and the Arts (SFCA) Board of Commissioners. Meetings are currently being held virtually on Zoom, and the public is invited to attend. Appointed by the state governor, the Board of Commissioners oversees the Executive Director, provides input, and approves spending. Commissioners are volunteers and do not receive compensation for their duties.
Individuals may submit written testimony on posted agenda items in advance of the meeting via email to
HawaiiSFCA@hawaii.gov or by mail addressed to the State Foundation on Culture and the Arts, 250 South Hotel Street, 2nd Floor, Honolulu, HI 96813. Individuals interested in signing up to provide oral testimony on posted agenda items at the meeting may submit their name, email, and phone number to HawaiiSFCA@hawaii.gov. Individuals may provide oral testimony at the meeting via the above-listed video conferencing link or by calling the above listed telephone number. Testimony presented during the meeting will be limited to three minutes each.
Agenda items for General Meetings may include approval of artwork acquisition recommendations and Acquisition Award Selection Committee (AASC) art exhibit visit recommendations.
