Note: The Board may take action on any agenda item. As required by the State Sunshine Law (HRS 92), specific issues not noted on this agenda cannot be voted on, unless added to the agenda.

III. PUBLIC CONCERNS -- Limited to 2 minutes for items not on the agenda.


IV. STATE AND CITY LEGISLATION ENGAGEMENT Action required by board.
Current versions of the following are found at https://honolulucitycouncil.org (Legislation)
a. Motion to support Honolulu City Council Bill 52 (increases fines for peddling)
b. Motion to support Honolulu City Council Bill 53 (prohibits illegal use of shopping carts)
c. Motion to allow the legislation committee to request Bill 67 (relating to taxation reduction for 65 and older taxpayers) be brought back to the City Council Budget Committee for action.


V. OʻAHU SCHEDULE OF MAJOR PARADES AND STREET EVENTS
Times reflect official street closure times from the Honolulu Department of Transportation for closure of Kalākaua Avenue or areas around Kapiolani Park. HPD and others may start road closures about 30 minutes prior.

b. Saturday, October 17, 2026 2:00 p.m. -- 6:00 p.m., Honolulu Pride Parade


VI. APPLICATIONS FOR LIQUOR LICENSE
a. Hula's Bar and Lei Stand, 134 Kapahulu Ave., Request for a Special (Category 10) 4:00 a.m. license on Friday, October 16, 2026, Saturday, October 17, 2026, Saturday, October 31, 2026 (Halloween) with a test event prior to this meeting.
Note: Category 10 is a new liquor commission policy that allows current license holders that in most cases close at 2:00 a.m. to apply for specific dates to operate until 4:00 a.m.
b. ABC Store #204, Outrigger Waikīkī Hotel, Extension of Licensed Premises.
