The Waikiki Neighborhood Board Public Safety Committee met on Monday, July 27, 2026 in the Waikiki Business Improvement District conference room, 2270 Kalakaua Avenue, Suite 1007A, as well as on Webex. The meeting was recorded. Chair Huycke kept minutes.

Committee members present were Tim Huycke (Chair), Daniel Jacob, and Jacob Wiencek (arrived online at 6:32 pm). Committee members not present were Jillian Anderson (excused absence) and Lisa Cabanero.

Others present were Christine Denton of the Honolulu Prosecutor's Office, Major Okamoto and Captain Toma of the Honolulu Police Department (HPD), Senator Sharon Moriwaki, Trevor Abarzua of Waikiki Improvement Association, and citizens John Deutzman, Nestor Pacis, and Serg (?). Flora of Representative Adrian Tam's office attended online. Council Chair Waters and HPD Chief David Lazar were unable to attend due to other commitments.

Chair Huycke started the meeting at 6:03 pm so that the presenters could give their presentation. Christine Denton gave a background and update on the Safe and Sound (previously Weed and Seed) program and answered questions with the assistance of HPD.

Issues discussed included mental health, substance abuse, homelessness, noise, street performers, and traffic. Christine and HPD explained what they can and cannot do regarding these issues. John discussed crime statistics in Waikiki, particularly regarding repeat offenders.

Regarding the previous meeting, updates were given. Regarding the wheelchair exception for the sit-lie ordinance, the prosecutor's office is looking into anything that can be done. Regarding street performers, Chair Waters introduced an ordinance. Regarding business owners prosecuting suspects, Trevor is working on that.

Christine explained probable cause (what HPD needs to arrest) and proof beyond a reasonable doubt (what prosecutor needs to prosecute), as well as intent versus mental deficiency pertaining to the law. Christine and HPD confirmed that their two agencies work well partnering together.

Christine and HPD explained case law specifying that a police officer cannot be a victim of Disorderly Conduct and that a police officer has to observe certain violations to take enforcement action on those violations. It was also explained that officers do not have decibel readers and that laws specifying decibel levels are health laws as opposed to laws enforced by the police department. Regarding noise, Senator Moriwaki and Flora discussed legislation.

Christine explained the difference between infractions (such as loud muffler), misdemeanors (such as assaulting police officer not resulting in pain), and felonies (such as assaulting police officer resulting in pain). She also explained habitual offender laws.

Serg advised HPD of ongoing loud noise, particularly loud motorcycles, on the west end of Ala Wai Boulevard, especially bad on Friday and Saturday nights between midnight and 3:00 am.
When asked for any ideas the committee could do to help the prosecutor's office, Christine had no ideas at that time, but we did discuss possible legislation such as increasing punishment for offenders and introducing legislation making it easier to enforce laws.

For our next meeting, we will be attempting to get a member of the judiciary to give a presentation.

Chair Huycke adjourned the meeting at 7:37 pm.
