II. LEGISLATIVE PROPOSALS FOR DISCUSSION
The following items will be discussed by the Legislative Engagement Committee, with comments to be provided by the public, for consideration to submit to the Waikiki Neighborhood Board for action
a. Honolulu City Council Bill 52 (2026)
i. Increases fines for violations of ROH Chapter 13, Article 6, relating to peddling.
b. Honolulu City Council Bill 53 (2026)
i. Generally prohibits possession and use of shopping carts on Oahu unless the shopping cart is identified by the legal owner and used on a premises under the legal control of the owner. Establishes penalties.
c. Honolulu City Council Bill 67 (2025)
i. Establishes a valuation cap (either 2 percent of the preceding tax year's assessed value of the real property or the rate of inflation per year, whichever is lower) for real property owned and occupied by a taxpayer 65 years of age or older.
d. For discussion: Supporting possible legislation to amend the date on which homeowner's exemptions take effect to better accommodate for new home purchases
e. For discussion: Supporting possible legislation addressing live aboard permits at the Ala Wai Boat Harbor
f. For discussion: Supporting the possible reintroduction of the idea proposed by SB3291 (2026)
i. Authorizes the issuance of general obligation bonds for capital improvement projects to rehabilitate the Waikiki War Memorial Natatorium and develop a Waikiki war memorial complex and War memorial center.

The Waikiki Neighborhood Board Legislative Committee met at 2270 Kalakaua Avenue Suite 1007 on July 2, 2026.
Meeting called to order by Chair Jillian Anderson at 6:00 pm. In addition to Anderson, Member Tim Huycke was present and took minutes. Member Louis Erteschik was excused.
Guests present were Trevor Abarzua (WBID/WIA), Jacob Wiencek, Dale Vanderbrink, Alika Ke-Paloma (Chair Waters' Office), Adam Doo (Chair Waters' Office), and Jason Liang (online). The meeting was recorded on Webex.
Chair Waters' staff discussed proposed a city ordinance addressing busking activities. A draft ordinance is expected to be available by the August 2026 Waikiki Neighborhood Board meeting for consideration.
Liang discussed proposing a city ordinance addressing increasing the tax on residential properties valued at over $10,000,000.
Liang discussed proposing a city ordinance changing the low-income rental housing limit to 20% of gross income.
Abarzua discussed proposing amending a state law to allow for digital advertising kiosks.
Huycke discussed amending the sit-lie ordinance exception for persons in wheelchairs.
Wiencek discussed the lack of enforcement regarding littering/dumping in the Ala Wai Canal.
Wiencek discussed proposing a law prohibiting fishing in the Ala Wai Canal.
Wiencek discussed reintroducing a state law addressing shopping carts being taken from businesses then used to store property.
Wiencek discussed increasing the Floor to Area ratio in Waikiki to allow for more housing.
Anderson adjourned the meeting at 7:54 pm.
