a. Waikiki Business Improvement District Association (WBID)

i. Current activities of the WBID and areas for improvement

ii. Proposed laws or actions from the board

IV. ISSUES FOR DISCUSSION AND VOTE

The following items will be discussed and voted on by the Public Safety Committee to put in front of the Waikīkī Neighborhood Board for consideration through a board resolution or official stance.

a. Honolulu City Council Bill 46: Requires the Chief of Police to develop and implement a strategic plan and internal procedures for the release of certain information to the media and public and provide local media outlets with access to Honolulu Police Department (HPD) dispatch radio communications. Requires the Chief of Police to submit reports to the Council.

b. Honolulu City Council RES25-222: Urging the Honolulu Police Commission to improve the selection process for the Chief of Police through the implementation of a transparent, comprehensive vetting process that incorporates input from rank-and-file police officers.

c. Honolulu City Council RES25-234: Urging the City Administration to install monitoring devices in flood inundation zones to improve public safety and emergency response during weather- and climate-related disaster events.

d. Hawaii State Legislature HB523 (2025): Provides that a person who commits theft of property or services the value of which does not exceed $750, commits theft in the second degree if the person was convicted two or more times for any theft offenses in the five years prior to the current offense.

e. Hawaii State Legislature HB883 (2025): Requires the Hawaiʻi Emergency Management Agency to inventory all designated emergency shelters and their ability to withstand a category one hurricane or higher. Requires Hawaiʻi Emergency Management Agency to publish a publicly available list of shelters and their respective hurricane ratings. Appropriates funds for a hurricane shelter retrofit program and director.

d. Hawaii Correctional System Oversight Commission
